Certification Rules

These Rules govern the DownFeeds reliability certification (the "Certification") issued by Atomicini S.r.l., registered office via Vincenzo Lancia, 27 - 10141 Torino, VAT no. 13228170018 (the "Issuer"), operator of the DownFeeds service (https://downfeeds.com). They form part of the Terms of Service, which apply to anything not covered here.

1. Nature of the Certification

  • The Certification is a private attestation by which the Issuer states, based on the measurements of its own monitoring service, that the services listed in the certificate met the requirements of section 3 during the observation period and keep meeting them while the certificate is valid, under the surveillance described in section 5.
  • It is not a conformity certification issued by a body accredited under Regulation (EC) No 765/2008, nor a public quality mark, nor an act of any authority. It does not attest the security, legal compliance or quality of content, or the financial standing of the holder, and it does not guarantee the future availability of the services.
  • There is a single level of Certification, with the same requirements for everyone.

2. Who can apply and what it covers

  • The holder of a DownFeeds account can apply for one of its own status pages; in a team, only the team owner.
  • The certificate covers the services on the status page monitored with availability monitors (website or API, keyword, port, ping, DNS, HTTPS certificate, heartbeat, login). The "Compliant site", "Mail health" and "Tamper alert" checks are not part of the Certification.
  • The applicant declares that it owns the services or is authorised to have them certified, and guarantees that its billing details, which appear on the certificate as holder, are true and up to date.

3. Requirements

Each service covered must:

  1. have been monitored by DownFeeds for at least 90 days;
  2. have an availability of at least 99.9% over the last 90 days, calculated as the share of the period without incidents detected by the monitoring service;
  3. have a continuity of measurements of at least 95%, i.e. checks actually performed compared with those expected at the monitor's interval (not applicable to heartbeats);
  4. be checked at least every 5m;
  5. have an average response time not above 3,000 ms, where measured;
  6. if it uses HTTPS, have a certificate valid for at least 14 more days;
  7. have its monitor active (not paused) and, at issuance, no incident in progress.

With several services each one must meet the requirements; on the verification page the overall values are those of the weakest service. Calculations use the data recorded by the monitoring service as they are, without manual corrections.

4. Issuance procedure

  • Applications are made in the app (status page › Certification), accepting these Rules and, where applicable, paying the fee. The system checks the requirements before accepting the application.
  • The Issuer's staff reviews every application before the first issuance: it checks that the requirements are still met and that the monitors truly represent the declared services. It may ask for clarification; it cannot waive the requirements.
  • The outcome is notified by email, normally within 10 business days of payment.
  • On issuance the certificate receives a number (DFC-year-sequence), its data are digitally signed (Ed25519) and become available on the public verification page.
  • If the application is rejected, the Issuer states the reason and refunds the amount paid in full.

5. Validity and surveillance

  • The certificate is valid for 12 months from issuance.
  • Surveillance. Every day the system checks requirements b) to f) over the last 90 days. If they are not met the certificate is suspended automatically: the suspension is notified by email and shown on the verification page and on the badge. When the requirements are met again the certificate becomes valid again by itself. Suspension does not extend the expiry date.
  • Services added to the status page after issuance are not covered until renewal; if a covered service is deleted or changes type, the certificate is suspended.

6. Renewal and expiry

  • The certificate can be renewed from 60 days before expiry until 90 days after, keeping the same number, by paying the fee in force and provided the requirements are met. On renewal the covered services become those on the page at that moment and the requirements in force apply. The new validity runs from the previous expiry or, if already passed, from the renewal.
  • There is no automatic renewal or charge: without renewal the certificate expires and the verification page shows it as expired.

7. Revocation

The Issuer may revoke the certificate, with a reasoned notice to the holder, if:

  1. the application data are false or the applicant was not authorised to submit it;
  2. monitors or services are configured or manipulated so as to alter the measurements (for example a monitor pointed at a page other than the declared service);
  3. the mark, seal or badge are used in breach of section 9;
  4. the holder seriously breaches the Terms of Service, or its account is suspended or deleted;
  5. the certified status page is deleted.

Revocation is final; the number remains verifiable as "revoked".

8. Fee, withdrawal and refunds

  • The fee is €99 including VAT for 12 months and is shown in the app before applying. Payment is in advance through Stripe, and the Issuer issues an electronic invoice.
  • Consumer withdrawal. A consumer Customer may withdraw within 14 days of payment, and in any case until the certificate is issued, by writing to info@downfeeds.com or using the form in Annex B of the Terms, and receives a full refund. By applying, the Customer expressly asks for the review to start immediately and acknowledges that, once the certificate is issued, the service has been fully performed and the right of withdrawal is lost (Article 59(1)(a) of the Italian Consumer Code; Article 16(a) of Directive 2011/83/EU).
  • If the application is still under review 10 business days after payment, the Customer may cancel it in writing with a full refund.
  • Except in these cases and in case of rejection, the fee is not refundable, including in case of suspension, revocation or deletion of the page.

9. Use of the mark, seal and badge

  • While the certificate is valid the holder may display the badge (using the code provided in the app, which shows the current status and links to the verification page), the PDF certificate and the certificate number, only with reference to the services covered.
  • The holder may not: alter the seal or badge or use static copies hiding the current status; refer them to other services, to products or to the whole organisation; present the Certification as accredited, public or as a guarantee of future availability; keep using them after expiry or revocation. If the certificate is suspended, expires or is revoked, the holder removes any static reference within 7 days.
  • The DownFeeds mark, the seal and the badge remain the Issuer's, which licenses them on a non-exclusive, non-transferable and revocable basis, only for the purposes of this section.

10. Publicity and public register

  • The verification page of every issued certificate is public and shows the number, holder, services covered (name and checked address), dates, requirements, current status, overall measurements (availability, continuity, average response time) and the result of the signature check. When suspended it shows the requirements not met; revocation is shown without reasons.
  • Valid certificates appear in the public register (https://downfeeds.com/certificazione), unless the holder turns the listing off, which it can do at any time in the app.
  • Certificate data remain verifiable for 5 years after expiry or revocation; rejected applications are deleted after 12 months. The processing of personal data is described in the Privacy policy.

11. Impartiality

The requirements are the same for everyone and are checked automatically on the same data, with no preferential treatment linked to the plan, turnover or other relations with the Issuer. Anyone reviewing an application who has a conflict of interest abstains.

12. Liability

  • The Certification attests facts measured within the technical limits of the monitoring service described in the Terms (for example false alarms or undetected outages).
  • The Issuer is not liable for decisions third parties take on the basis of the certificate nor for damage caused by the unavailability of the certified services; towards the holder, the liability section of the Terms applies.
  • The holder indemnifies the Issuer against third-party claims arising from false data provided with the application or from misuse of the mark.

13. Complaints and reports

  • The holder may challenge a rejection, suspension or revocation within 30 days by writing to info@downfeeds.com. The Issuer replies with a reasoned decision within 30 days; where possible the complaint is reviewed by a person other than the one who took the challenged decision.
  • Anyone can report misuse of a certificate, the seal or the badge to the same address.

14. Changes

The Issuer may change these Rules, including requirements and fee, by notifying holders by email at least 30 days in advance. Certificates in force keep the requirements they were issued with until expiry; on renewal the Rules in force apply.
